     Delegates Upson and Howell  moved to amend the bill on page two, section eleven, line 36, after the period by inserting the following sentence, “For water and sewer utilities, improvements that are needed exclusively to increase flow capacity for new customers and provide new infrastructure exclusively for new customers may not increase rates for existing customers:  Provided, That the rates charged the new customers who are the beneficiaries of the new infrastructure does not exceed the rate being charged to current customers.”
